The Neighbourhood Plan Working Group have produced a commentary on the application for outline planning permission, recently submitted by the Church Commissioners. It is intended to help individuals and the Parish Council form a view on the application and submit comments to the local planning authority. As Parish Paths Liaison Officer for Westbury sub Mendip, I concur with all of the comments made by the NPWG.
I would add that only one of several suggestions made by me in the past, has been followed. This is for a footpath to be created on the eastern side of the development, connecting it with ROW WS 13/1. However, this is not proposed to be a ROW, making it effectively unsupported in the longer term. In addition, it is shown as a route to be mown through pasture, rather than defined and/or surfaced. No mention is made of who would be expected to carry out the mowing, and an undefined permissive route is meaningless.
I wish to add my weight to the objections given by NPWG to the removal of earlier proposals for a link to the south, to give access to the proposed multi-user path, and the absence of any mention of a safe crossing of the A371. The latter alone provides grounds for the rejection of the current scheme.
Well done on your report. I think you have covered all the points discussed well. I think under the heading “Pedestrian Safety” in the first sentence that bus stop should be added to the list.
Totally agree with everything that’s been listed but have feared for the last 5years village has only been paid lip service by those who take the decisions and can’t see any evidence of meaningful alterations to proposals over this time scale hope to be proved wrong but doubt it
